Re: [whatwg/fetch] Define data: URLs (#579)

At a glance this looks good although the tests and spec may benefit from a round of implement-it-in-jsdom like MIME types did. Not sure you want to wait for that though; it could take up to a week, I think, for me to get the bandwidth.
