Re: [clipboard-apis] The ClipboardEvent constructor is strange (#10)

I just need to demonstrate my lacking understanding of WebIDL :/
Missing ? fixed in https://github.com/w3c/clipboard-apis/commit/2897399465b0227aa55795f516b3de542f2e3868 which was the only variant that gave me the expected output so I assume it's correct :p
