Re: [manifest] Handleing capabilities with Manifoldjs (#412)

@boyofgreen some questions to make sure I got this right:

* Is `mjs_access_whitelist` about relaxing the same-origin restriction for the given domain(s)?
* Does `mjs_custom_scripts` effectively inject and run the given script on the page a la Greasemonkey?
