Re: [touch-events] Canceling a touchmove should not prevent dispatching of clicks (#43)

Maybe this is a symptom of a bigger problem of us still being tied to the spec legacy here of trying to describe the precise intersection of behavior of all major browsers.  Perhaps it's time to shift to being a little more prescriptive in defining the behavior of edge cases (even when the actual behavior of some browsers is more complex and subtle)?
