Re: [manifest] Integration with service workers (#161)

I'm putting the spec into CR for a year. That should give us ample time to experiment. Note that Service Workers won't land in Firefox stable for ~6+ months (I'm still betting on Oct 2015) so we will be watching closely Chrome's experience with installability signals. 

I'd also like to throw support for what @slightlyoff and @domenic said. I imagine we (browser vendors and hopefully search engines) will be adapting heuristics over time to maintain a healthy and high quality web apps ecosystem.
