Re: [fetch] Add timeout option (#20)

Ideally I'd like the timeout to apply to streams too (and be counted since last data received), but I'd rather have something sooner, rather than wait another year debating another API that I wouldn't use.

In the codebase I'm working on right now I've got 33 uses of request timeout, 0 uses of request abort.
