Re: [ServiceWorker] Foreign fetch (#751)

I updated the [spec](http://mkruisselbrink.github.io/ServiceWorker/spec/service_worker/) to add a (poorly spec-ed) 'withCredentials' option to foreign fetch (sort of as briefly discussed at TPAC). I also added a separate [foreign fetch explainer document](https://github.com/mkruisselbrink/ServiceWorker/blob/foreign-fetch/foreign_fetch_explainer.md), since that seemed potentially helpful.
