As this is a hint to the UA, the UA is free to reject file types it doesn't know how to deal with. Icons could also be audio files, which might make sense for accessibility ... though I don't think there are any OS that support audio icons. In any case, restricting this to IMAGE doesn't make sense - just ignore the ones the UA can't cope with.
