I think that you missed my second point in the noise.  It's damaging - to all of us - to have divergence on this.

Is there any reason you can't simply tune your revocation heuristic to severely penalize non-notifiers in the short term and maybe automatically reject the creation of the SW if the site can't generate notifications?
