It would probably be preferable to have a more explicit signal in the API for "This UA supports a standardized registration-free application-server-to-push-server protocol" rather than an empty `PushManager.proprietaryService` list. If for no other reason than that a UA might want to support proprietary services in addition to the standard one in order to support existing clients.
