Re: [ServiceWorker] IDL: define ContextFrameType (#572)

`.frameType` would be a handy tool for other functional events (push, etc.) as well. I'll add it to Service Worker spec. Re the stability of those properties, it seems we might gonna have more valuable comments when exposing them I guess.
