I'd opt for advocating to put DOMContentLoaded in the spec, but not in  
it's proposed form (as was discussed in this thread). The problem of  
firing the event after or before scripts loaded is still open (IMHO) and  
not solved.

Therefore, probably this event should be left outside the spec currently.
