When a build is complete, there is a Travis webhook that POSTs to https://w3c-test.org/prbuildbot.py. Since this happens after all jobs in the build complete, it's not captured in any of the logs for the build. I haven't found any way of seeing a record of that request on Travis. GitHub has an interface for checking webhook responses and manually retrying the request, but Travis doesn't seem to have anything similar. So, we have to rely on the server logs - I believe there is a log for wptserve for tracking down HTTP status problems.
