Issues on navigation-mechanisms-title

Hi all,

I've gone through 625, 626, 838, 839, 1052, 1141, 1289, and 1291.
These issues are related to 2.4.3 and 2.4.5.

2.4.3(L2)   Web units have titles.
2.4.5(L3)   Titles, headings, and labels are descriptive.

The points would be:
- "Titles" should be merged into one SC?
- "Titles" should also be unique in addition to be descriptive?
- These SC should be moved to L1 or L2?

The point is:
- Is "descriptive" an appropriate word to be used?
