Hello everyone,

In Tuesday's teleconference, we looked at comment 983 [1]. In relation
to "set of web units", the commenter states:

"Without some restriction on what set is meant, this success criterion
is meaningless. But for what you want to say, it can be fixed."

Along with the proposed Change:

"the Web units comprising the scope of a conformance claim"

In discussing this, Loretta pointed out that a conformance claim is
optional, so we need to decide exactly what is meant by a set of web
units. There are a few other comments regarding the definition of set
of web units [2]

Does anyone have a starting definition for what's meant by a set of web units?
