Does this somehow suggest that techniques that are supposed to open
multiple windows would fail L1 if they open these windows sequentially?
I don't think the failure should be triggered by page load.  The SC says
that the trigger should be focus receive.  I believe focus receive only
include those that are user initiated.  In environments where multiple
scripting and programming technologies are involved (Java script is used
to trigger an Active X application, then trigger a Java application, for
example), it may be necessary to open windows in a sequential manner
when the user wants to trigger a business process.  Alternatively, a
dthml version of arrange windows tile of a spreadsheet would involved
opening multiple windows by user decision.  Should we exclude the
capability to do so in a sequential manner?  It may be necessary to do
so due to load management.  If no user interaction is needed in these
pop-ups opening sequence, I don't think this "failure" would confuse the
user.

leave room for DOS or UNIX command prompt type functionalities.  In
other words, the return or enter key may trigger a change of context at
least under some circumstances for good reasons.

ta_refresh> due to using meta refresh - We should either specify that
such update don't always constitute a change of context because only
part of the content is refreshed (stock price, wind speed, for example)
or, better yet, have a separate page to help people understand what
constitute as change of context.
 
Should we consider providing something to help people differenciate when
to apply 1.1 vs 1.2?
