Yes, we could have several stages of maturity. I can imagine at least:

* "new" - for newly contributed and not yet reviewed test rules
* "experimental" - for test rules that can be beta-implemented
* "approved" - for test rules fully approved as W3C test rules
* "deprecated" - for test rules that get deprecated at any time

Can you be more specific on what you mean?

Here some excerpts:

* "Submission - It is assumed that people have interest in contributing 
test rules with corresponding testcases, and shepherding them through 
the process [...]"

* "Peer review - It is assumed that other implementers have interest in 
reviewing newly contributed test rules [...] They are expected to be 
critical, bring counter examples in form of testcases [...]"

Do you feel these aspects need to be detailed out more, or do you mean 
on-going quality maintenance of test rules after they are approved?
