Re: [for review] ACT Review Process

Hi all,
As mentioned on the call, I think we need some sort of 'beta' or
'experimental' flag we can use, so that we can publish rules that we think
are ready for implementation, but that don't have sufficient implementation
just yet.

Another key part that we discussed previously, which I don't see reflected
in this proposal yet is the idea that implementers would commit themselves
to sharing new test cases related to the common rules they implement. Only
if we have organizations actively sharing their 'edge cases', will we get
the feedback we need to keep iterating over these rules. We need to have a
feedback cycle to ensure we can keep rules accurate and current.
