[important] decisions from ERT WG teleconferencw

Quite a couple of significant decisions were made during today's 
teleconference call, none of which there are notable objections. 
However, since we were a small group on the call, here is a summary of 
the decisions for your convenience:

- EARL 1.0 Schema to be published as a Last Call Working Draft, several 
changes will be made to the current Editor's draft (see below)
- HTTP Vocabulary in RDF to be published as an updated Working Draft


The changes that will be made to the editors draft of EARL 1.0 Schema 
are as follows:

#1. editorial comment in section 1.2 will be removed
#2. dc:date will be added to Test Result to mean testing date
#3. it will be emphasized that a compound assertor must have two or more 
entities
#4. the meaning of dc:date in Test Subject and Content will be clarified
#5. the "entity" aspect in Single/Compount assertor will be clarified
#6. the usage of "equivalent pointers" in Test Result will be encouraged
#7. the "and/or" aspect in the "mixed" testing mode will be clarified
#8. Testable will be renamed to TestCriterion
#9. usage of the assertor class will be noted in the respective section
#10. the term "mixed" will be renamed to "notAvailable"
#11. the usage of common URIs (such as WCAG checkpoints) will be 
encouraged for test criteria
