action items regarding internal notes

Hi,

The updated XML Schema and specification for TCDL 2.0 are available online.
The changes are:
* clarification regarding format of dc:date: 
<http://bentoweb.org/refs/TCDL2.0.html#edef-dcdate>,
* addition of internalNotes: 
<http://bentoweb.org/refs/TCDL2.0.html#edef-internalnotes>.

I have uncommented the internalNotes elements in the metadata files.
My three action items are now done.
