Disposition Of Comments (DoC) For Process 2019

Hi all,

As the review period is closing soon[1], and in preparation of the AC ballot, I have prepared a disposition of comments for all comments / issues addressed during this cycle. I've included everything I could find in github and on this mailing list, with cross references to https://www.w3.org/community/w3process/track/ when I could find them. If anyone is aware of feedback being sent against the process to some other place, please point me to it.

Unlike a DoC for a spec CR, for which it is expected that all issues should be closed (or explicitly deferred), this does not include open issues (except https://github.com/w3c/w3process/pull/231 which is editorial and which I think we should accept and merge), as there is no expectation that all issues must be addressed before we can do a process update. Issues raised by AC-Reps in formal objections, if any, will of course have to be addressed explicitly and listed.

Along the way, I've updated labels on all issues and pull request in the repo, to track whether they had been accepted, rejected, retracted, closed as out of scope, etc, and have sorted them into github projects for "Process 2018" [2], "Process 2019" [3], and "Process 2020" [4].
