well, here are all the places that Process2014 talks about Appeals.

formal appeal of a W3C decision	8.3	AC (by vote)	Team?
the intent to sign an MOU	10	AC	Team?
If there was dissent, Advisory Committee representatives MAY appeal the decision.	12	AC Rep	Team?

I think it curious that section 8.3 uniquely talks of the entire AC voting to appeal something, whereas elsewhere it seems to imply that individual AC reps can appeal. Do we really really expect the entire AC to agree to appeal anything (well, even to agree to anything)? Is the document consistent?

I note that I am not 100% sure that the list of appeals in 8.2 is consistent with the rest of the document. And as noted, who hears the appeal is rarely explicitly stated (but usually assumed to be the Director, meaning really a delegate thereof).
