Remove tts:textCombine="digits"

Hi Glenn, Cyril et al.,

I do not see a PR addressing the proposal removal of
tts:textCombine="digits" as suggested at [1], and for which there
seems to be consensus?

Any obstacle to addressing before Monday? Does a separate issue need
to be opened?
