Strong preference for option A

We have a DNT standard that violates user expectations by continuing to collect data for users who have opted out of tracking. We compound this by not providing sufficient transparency for functionality by any party. This proposal strengthens user consent and transparency, particularly with regard to multiple parties (a rather common use case.)

N.B. David Singer’s concerns are non-trivial. Were there a preference for “yes, but editors make this better drafted please” I would take that path. As it is, flawed A is better than the toxic silence of B. With A, it can be used for good with likelihood of some exasperating actors. With B, users just lose all the time.
