I believe at the testing meeting of October 28 there was some discussion as to when test development should start..
The W3C Quality Assurance Test Development FAQ Question 3 - When should test development start?:
http://www.w3.org/QA/WG/2005/01/test-faq#start
may give some additional guidance..

The entire Test Development FAQ document:
http://www.w3.org/QA/WG/2005/01/test-faq
may be of some help, but maybe it's already been considered..

Thanks and best wishes
Tim Boland NIST

PS - do you know when minutes of the October 28 meeting will be posted?
