W3C copy of the cool uri draft

For the records: Leo and I prepared a draft of the cool uri document on
the W3C site:

http://www.w3.org//2001/sw/sweo/public/2007/cooluris/doc-20071008.html

and later snapshots will also be stored under similar URI-s. This is now
the 'authoritative' version, so to say...
