article on "cool uris for the semantic web" - where to put it?

Hello SWEO,

I have a funny problem:
Richard Cyganiak, Max Völkel and I have written an how-to article
describing the use of URIs for the Semantic Web,
focussing on the 303 redirect and #-URIS.
The document is helpful for beginners to understand the 303 redirects
and how to correctly generate URIs.

its here, for the moment:
http://www.dfki.uni-kl.de/~sauermann/2007/01/semweburisdraft/uricrisis.pdf

We wanted to publish it as a technical draft at FU University Berlin,
but thats somehow complicated.

Is it easy to publish such a document (as html) as a W3C member submission?
(or is it unwise to do so)

we could then use it as part of a beginners tutorial,
but we can use it for this purpose anyway, whereever published.

best
Leo
