Right - "sweo" can act as a kind of namespace, I'd even suggest going
the other way and accepting looser tags - e.g. "public" rather than
"general_public".

Come to think of it, it would be exceedingly hacky but maybe you could
the tag literally as an XML namespace, e.g. :

http://del.icio.us/tag/sweo+introduction

(which resolves to the intersection of the items with each tagging)

- is the term s:introduction where xmlns:s="http://del.icio.us/tag/sweo+"

...not sure where "+" stands in the hash/slash debate...
