DisCo: extracting Tracker data into a Disposition of Comments Document

Hi all,

For RDFa, I wrote up "DisCo", a small XSLT script to extract tracker
data into a proper Disposition of Comments. You need to name your issues
appropriately, as well as add a few notes that indicate how each issue
was handled.
