Here are some thoughts, other people's input desired.

1) The TF should aim to finish by the end of the WG lifetime (this charter)

2) Finishing involves:
    - publishing 2nd draft, that
       a) addresses all comments
(also checks against XSCD for updates in their latest draft)
       b) makes decisions about best practice
       c) asks for implementations

    - publishing note, pointing to implementation experience (if any)

This suggests a F2F goal of publishing 2nd draft shortly after F2F.

On the decisions front ...
IIRC we have had no negative comments concerning the editors'
position versus identifiers, hence I think we should endorse the
editors' position.
OTOH, we have had disagreement from the HP Jena team concerning the
implementation difficulty with the editors' position with respect to
equality.

Thus:
critical path is probably something like:
     - have discussion about response to HP Jena team
     - make equality decision
     - get draft ready
     - review draft

It is not clear if all of this can be done in time for F2F so that we
can vote on 2nd WD at F2F.
