Multimedia Annotation Task Force Proposal

I am very happy to send you the final proposal for the Task Force on
Multimedia Annotation (MM), following the suggestions made during the
previous teleconf.

Please feel free to send any comments, corrections etc until July, 25, in
order for this text to be as complete as possible in the next teleconf.
