I have looked at their *editor's draft*

Thus, our view on this, depends on our view of the F&O view. I have 
suggested to Andy Seaborne (one of the editors of the above doc) that 
the XPath eq operator (not in F&O but in the XPath20 WD) is relevant to 
that discussion. I saw the version on his machine change as a result of 
that comment ...
