[VM] Telecon last Friday, 17 September

Libby, Alistair, Dan and I had what I thought was a very
productive telecon last Friday [1] about the planned VM Note
[2,3].  

On the basis of our call, and taking into account recent
discussion on the list, I will rework the "scoping draft"
into something more closely resembling a first draft.

As the next step, I propose that we move the revised text
to a Wiki and start dividing ownership of specific points
among members of the group.  

I have myself never worked with a Wiki, but it sounds like just
the thing to help us turn our good intentions into a full draft
at this stage. I will be looking into Wikis this weekend and
may turn to one or two of you for help in getting this started.
