Proposed "Community Group Note" for SVG-in-OT

Attached is a draft for SVG-in-OT, as promised.

Could you please issue a call for consensus to publish this as a
"Community Group Note"?

Changes from the last draft [published in thread "Unified draft of
SVG-in-OT"]:

- use CPAL table instead of SVG table's own color palettes. Offset
  to the color palettes in the SVG table header is changed to
  "ULONG reserved, set to 0" so as to be compatible with existing
  impls. [thread "FW: [mpeg-OTspec] COLR, SVG tables: sharing color
  palettes"]
- removed note about font bbox [thread "Unified draft of SVG-in-OT"]
- added URLs of a	couple of sample fonts with SVG	tables
- minor edits for clarity


Also attached is a document (with MS' permission) specifying CPAL
version 0, with wording indicating it can be used by the SVG table.

It would be nice to have this published in time for ATypI. This
shouldn't be too difficult, since the changes above have been
discussed for a while now.
