An important effect related to non-scaling-stroke, is non-scaling 'patterns'.
It may be good to discuss this in the same discussion.

Certainly the stroke that make up the pattern should have the option of not scaling (such as hatching).
 
For dashed lines (which one might consider a 2d pattern), its important that the dash and space lengths also don't change with scaling.. that we have a non-scaling-dash-pattern.
