CSS is optional for SVG Full since SVG 1.0 as well.

The fact that browsers currently mix HTML/CSS/SVG is an implementation
side-effect. A conforming SVG Full implementation doesn't need to bother
to do CSS (although it is likely to be less than useful with lots of content).
