DTD upkeep

SVG 1.1 First Edition says, in the Introduction chapter:

  System Identifier for the SVG 1.1 Recommendation:
    http://www.w3.org/Graphics/SVG/1.1/DTD/svg11.dtd

  […] For that reason, there is a single flattened DTD available that
  corresponds to the SVG 1.1 modularized DTD. It can be found at
  http://www.w3.org/Graphics/SVG/1.1/DTD/svg11-flat.dtd.

and in the DTD appendix:

  A dated version of the flattened DTD will always be available from
  http://www.w3.org/Graphics/SVG/1.1/DTD/svg11-flat-20030114.dtd.

I want to check what the policy is on updating any of these when we
publish the Second Edition.  Presumably the dated version of the
flattened DTD should remain the same, and a new one
http://www.w3.org/Graphics/SVG/1.1/DTD/svg11-flat-2009XXXX.dtd should be
added.  What about the non-dated files in
http://www.w3.org/Graphics/SVG/1.1/DTD/?  Should these all be updated?


As part of my ACTION-2614, I’m going to move the discussion about the
modularised DTD from the Introduction chapter to the DTD appendix, and I
will downplay its usefulness.  Also, I’m thinking of noting in the
Introduction chapter that it’s not recommended to use a DOCTYPE in
content.
