Font-variant should be animatable IMHO

Hello public-svg-wg,

ISSUE-2077

I believe this inconsistency with SVG 1.1 is an inadvertent error; its animatable in 1,1 and should be in 1.2T as well. I propose we change to align with 1.1 and thank Dr Olaf for pointing it out.

This is just my opinion and has not been discussed in the group.
