Closing ACTION-2155, Keyboard Stuff

Hi, SVG WG-

I have closed ACTION-2155, "Add the keyboard events from DOM 3 Events to
an SVGT12 appendix".

I did not add an appendix, but instead included it as a module in uDOM
(which may or may not be the best approach.

I'd really like some extra eyes to make sure I didn't overlook anything.
