Web Speech API

Suppose if we make an web page using google web speech API, when the recognition from where does that fetches the information ..??
Does it google server and recognizes it..??
I mean to use the web page developed by using Google web Speech API, Is that we are dependent on the third party I mean the google server for the information..??
Last question if once Google releases the official API is there a way we can get the libraries and use that offline ..??
