Re: [Bug 4793] Restructure section 3.4 ...

Back in September, I started to draft some text for this bug. I've now 
finished it and extended it to cover the identity constraint section.

It should be sufficient for WG members to look at the clean copy (the 
"Final" view in MS Word). If this proposal is adopted, the editors may 
want to look at the "Final Showing Markup" view for subtle changes like 
fonts and links.
