[w3c sml] [issue 4637] EPR Scheme

All,

 

I have made several minor changes to the EPR scheme section based partly
on further discussions with John and Ginny, as well as the editorial
changes Sandy recently submitted.  The changes are highlighted in yellow
in the attached.  I believe there is now substantial agreement about the
EPR scheme.
