Assuming there are no concerns by June 8th, I suggest the group implements the new publication workflow with help from Francois and attempts to publish an updated Working Draft this month, observing that:

* the spec has improved greatly since its First Public Working Draft publication on 17 February 2015, and
* it is a recommended practice to do periodic publication to keep the "TR space" fresh to satisfy the "heartbeat" requirement [2].

If we expect significant changes (e.g. from #93 [3]), it may make sense to publish a WD before starting major refactoring and do another publication after the major changes have landed. Publishing often is very easy after the new workflow has been implemented.
