Publish a new WD?

Hi Mark, All,

There has been good progress made to the ED since the latest WD published on 1 July 2015. Also implementations seem to have made progress, which is encouraging as that leads us to the topic of test suite development in the near future as we advance on the Rec Track.

Once the recent changes to the ED have been stabilized I suggest we publish another WD. Before publishing:

* Please let the group know the changes you'd like the group to review more carefully (if any).

* Also, it would be helpful to briefly summarize the normative changes that have been baked in the ED since the WD publication on 1 July.
 
For publishing, we'd use the usual Echidna-assisted process [1].
