Addition of copyright notice to the UCR doc

Dear all,

I need to make sure that changes just made to the next iteration of the 
UCR doc are acceptable, particularly to OGC and the Geosemantics DWG.

The use case provided by Stefan Lemme [1] includes some examples of 3D 
graphics which reuse code that is available under the MIT licence as 
well as a snippet that he has been able to confirm is in the public 
domain [2]. Following the advice of our legal counsel [3], I have added 
a sentence to the acknowledgements section of the document [4]. This 
addition, plus the addition of the change history, links to the diff and 
GitHub Repository, have all occurred since the preparation of the PDF 
that is in the OGC Pending folder.

As you'll recognise, these changes only apply to the meta sections of 
the document, the substantive content of which is entirely unchanged. I 
have attached a PDF of the updated document should it be needed.

If these changes do mean that we need to delay publication, which as you 
know is currently scheduled for next Thursday, 17 December, please let 
me know ASAP as I have already sent the publication request to our 
webmaster [5].

Please note that the wording of the publication request makes it clear 
that it is conditional on receiving a final go ahead from OGC. We need 
this by *Wednesday 16th* if publication is to go ahead. This is because 
there are several people involved with our formal publication process, 
all of whom are in different time zones (Beijing, RĂ©union, Sophia Antipolis)
