Regarding agenda item 3: on the e-mail list  I suggested (this message
<https://lists.w3.org/Archives/Public/public-sdw-wg/2015Apr/0069.html>)
that we could view the Principles as non-functional requirements and that
we could describe the non-functional requirements that we consider to be
important in the UCR document. Perhaps we can use tomorrow's teleconference
to make a decision on that? Or perhaps these are three different decisions:

   1. Are Principles the same as non-functional requirements?
   2. Should they only be applied to the Best Practices deliverable or to
   all deliverables?
   3. Does it make sense to describe them in the UCR document?
