Since it is not in use in the XML document *AND* because the xmlschema
namespace is "http://www.w3.org/2001/XMLSchema" (without the hash
sign)

In RIF-BLD, the informative reference to CURIE is never linked from
the inside of the document (though there is multiple places where it
could).
