deliverables table

I've organized some information about the deliverables into a table at
the top of the WG main page.  This should make it easier to keep
everything straight. I'm not sure I have the "Next TR Expected" dates
right, and some of the documents aren't in Tracker yet.

(oh, and I haven't moved Core and PRD to MediaWiki yet, so they show up
