Frozen version RIF RDF and OWL compatibility for F2F9

Dear all,

The frozen version for the RDF and OWL compatibility document, to be 
discussed at face-to-face 9, can be found at:

Compared with the previous version I made the following changes:
- update of the definitions to reflect the new RIF BLD (as it stands today)
- inclusion of OWL compatibility
