[ISSUE-51] organising a RIF document VS attaching metadata to items?

One thing I have been wondering is whether ISSUE-51 is really two issues:
- one about structuring the FORMULAE in a RIF Document, identifying 
different kinds of groupings with specific wrappers; and the other one 
about where to hang meta-data; and they related because one function of 
the special wrappers would be as a point to attach metadata;
- or there is only one issue, wrt where to hang meta data (and how to 
allow hanging meta to single rules)?

That is, is there a requirement to group FORMULAE and/or to identify 
groups (possibly groups of one, such as rules) for any other reasons 
than attaching metadata to the group?
